We took a road trip, Saturday, to Minden, and stopped off in Orillia on the way. Orillia was having a big downtown street festival - about six blocks of the main street closed off, with some side streets closed as well. Full of people, merchants, buskers, visitors. And here's what we saw:

None of these would be allowed to busk in Collingwood's downtown because they use amplification. The guy on the tall unicycle juggled three knives blindfolded while riding! Drew a big crowd - but he too would be banned because of the knives AND his amplification (otherwise no one would have been able to hear him).
And they had patios and tables/chairs on the sidewalks, too, with patios beside the buildings and café-style seating near the curb or the buildings:

Not sure how well it shows, but you can see one restaurant has a large patio that takes up the entire width of the sidewalk. And their sidewalks are much more narrow than ours. That patio seemed to be more like a removable wooden stage than a permanent fixture. Just in front of it was a café-style set up beside the building. Didn't seem to bother anyone where they were located.
The street art can be seen in the first photo, but I'll added some photos in the comments. Lots of big guitars on the streets, in very non-heritage colours. See the comments...

Street art in Orillia. I loved this stuff, but I can imagine some folks here getting upset because it's not done in heritage colours...
