The mayoralty race kicked off by Sandra Cooper

Icon 6 Comments
The mayoralty race got started today (Sunday) when Deputy Mayor Sandra Cooper held a meet-and-greet at the Legion. And if that meeting was an indication of the trend among local voters, I'd suggest Sandra already has a lengthy lead against her competition.

Originally booked for the Legion's small room, organizers nervously took a last-minute chance and booked the larger room, but had only set up about half the room with chairs and tables, hoping for a modest turn out. By the time Sandra spoke to the crowd, tables and chairs had been shuffled out of storage to fill the room, with very few left empty. It was a full audience.

And it wasn't just the usual circle of friends and family around her. There were a lot of supporters,...

The BIA's Titanic meets the town's iceberg

Icon 2 Comments
By now, most readers will be aware of the resignation of the BIA's chair over the ongoing dispute between the organization and the town. That head butting stems from a disagreement over the terms and conditions in an agreement jointly signed by the town and BIA and the province.

I've written about some of this previously, but, of course not the contentious hissing and spitting that went on in three in camera meetings when the matter was raised with council. Council has not met with the BIA board, although the chair met with the mayor twice, once after the BIA's letter to the province had been sent, then again after the BIA's letter to its members was sent.

You can read about the resignation on the ...

Albatrosses and election 2010

Icon 5 Comments
An uncredited photo from the mayor's news "blog": two election hopefuls and their albatross. Looks like a big, happy family. Once upon a time, it was. The two councillors beside him were ardent supporters of the mayor and pretty much followed his lead back when this council was newly elected. You could basically count on a six-three vote back then. What the mayor wanted, the mayor got. I was, of course, one of the three on the losing side of many fights.

Local food: it seemed like a motherhood issue, but...

Icon Leave Comment
In his book, The Local Food Revolution, Canadian author Gordon Hume wrote, "Food is a key part of community's reputation, image, the buzz created, and the local flavours and textures of the region... Food will continue to feed and shape our creative communities. It is also a crucial component that ties together the creative economy and innovative local community-building."

So when a staff report came up on Monday recommending a local food procurement policy for municipal events and functions, as well as recommending a coordinated effort between regional municipalities, farm produce suppliers, and the health unit to provide and encourage access to local foods, I thought it was a motherhood issue we would all stand behind.

Breaking news - a new mayor for Collingwood!

Icon 3 Comments
Mayor Chris Carrier is NOT running for re-election as mayor. Another "I told you so" moment. I've been saying he wouldn't run again for the last few months. In fact I had a long conversation with a local developer last night during which we debated this very issue.

I expect some of you are already breaking out in a chorus of "Ding, dong, the witch is dead..."

However, the mayor did say he planned to run for the federal Conservative candidate - where I suppose hopes to do to the riding what he did to the town.

That poses some interesting questions - will his past behaviour at the County, where I'm told he has alienated a lot of his fellow County reps and some County staff - hinder his chances federally?...

BIA, town still at loggerheads over broken contract, BIA rep challenged

Icon 5 Comments
Just before we went in camera, Monday, I asked Councillor Jeffrey if she had voted to pull the the BIA out of the contract it signed with the town. She said yes and indicated it was a unanimous vote (although it was not made clear who was at that meeting).

At that point, the mayor took over and shoved the rest of the discussion behind closed doors.

While some of that heated debate probably belonged there, how someone voted in a public meeting did not. I think that section should have been held in public. Instead we had an angry 90-plus minute "discussion" about it behind closed doors.

The public only knows, because I asked and she answered before we went in camera, that council's representative on the BIA - Kathy Jeffrey...

What's with the BIA?

Icon Leave Comment
What's up with the BIA these days? As a previously ardent supporter of the BIA, the organization's latest moves have both confounded and bothered me. I'm still a supporter of the downtown merchants, but my respect for the executive has dropped a few notches of late. *

Some questions about downtown displays

Icon 5 Comments
Yesterday, I was asked by a downtown merchant to get answers to a few questions re: the new licensing bylaw. He made some salient points I hadn't really considered during our debate on the bylaw, in particular about the merchant displays on the main street:

  • Does a merchant HAVE to use a tent? The bylaw says "shall" which suggest tents are mandatory. But not everyone wants to use one (especially for a one-day sale) or to incur the additional expense of having to buy or rent one. What if they don't want one? Can they just put merchandise curbside without a tent, say on a rack or table?

Street art and patios, Orillia-style

Icon 3 Comments
We took a road trip, Saturday, to Minden, and stopped off in Orillia on the way. Orillia was having a big downtown street festival - about six blocks of the main street closed off, with some side streets closed as well. Full of people, merchants, buskers, visitors. And here's what we saw:

Get Over It

Get over it. That's what Councillor Labelle wrote to me in an email when I recently suggested council might allow patios to open beside the buildings for the Elvis Festival, to let the restaurants capitalize on the crush of visitors this weekend.

Another hiccup on the patio front

Icon 4 Comments
Oops. This week council was asked to respond to an email that identified a few significant snags in our new licensing bylaw that affect numerous downtown restaurants and merchants just as they start to set up for the annual Elvis Festival. Seems we had a few more hiccups with out new licensing bylaw.

Image reduced in size
First, was the requirement for permits. Seems that not everyone who wanted to erect a tent or patio downtown managed to get an application in on time. We were told staff weren't sufficient to handle all of the expected applications (recall that putting out even a simple table or rack of clothes requires a permit now!). So council was asked to forgive them for the weekend.

I agreed, although I'm not sure where the staffing...

Desperation or genuine concern for the downtown?

Icon 6 Comments
I had to wonder whether some of council's sudden outpouring of concern for the extra costs borne by retaillers and restaurateurs over the new licence fees was really a genuine turn-around show of empathy for them, or just electioneering in face of growing public dissatisfaction over this issue?

A pointed message for the election

Sean, of Duncan's Cafe in Cllingwood, sent me this ad he plans to run in the local newspapers. He gave me permission to post it here.

I don't think I need to comment - the ad says it all.

What's wrong with these pictures?

Test your skill! Look at the three pictures below and tell me what's wrong in each one:

Let's see. People enjoying themselves. Lots of room for people to pass the patios. No obstructions to pedestrians. Customers enjoying a meal or drink outdoors on this beautiful July 1 afternoon. The almost-complete downtown reconstruction is looking good. The sidewalk is wider than ever. The downtown is full of people. So what could possibly be wrong?

Hint: Today is July 5.

That's right: these patios are illegal as of today, thanks to Councillors Jeffrey, McNabb, Labelle, Foley and Sandberg. So enjoy the photos, because you won't see the patios back beside the buildings until next term.

Licensing bylaw passes, patios to move curbside

Icon 5 Comments
Efforts to amend and defer the licensing bylaw failed, last night. Councillors Jeffrey, McNabb, Labelle, Foley and Sandberg voted to make sure patios must move to the curbside. The letters, the e-mails, the petition, the presentations all opposing the move were for naught.

Three attempts were made to defer it during our six-hour marathon meeting - by me, Councillor Edwards and finally by Deputy Mayor Cooper, albeit for different reasons. Councillor McNabb vociferously fought deferrals on the basis that they were "reconsideration" of an issue already decided. The mayor sided with him and quashed the attempts to defer (Yet curiously he did not side with me when I questioned Councillor Jeffrey's attempt to amend the...

No pancake breakfast on Canada Day

Icon 8 Comments
I just learned that the traditional pancake breakfast will not be taking place downtown on Canada Day this year. Council wasn't informed of this change, nor was council even asked whether or not we wanted to participate. It was just cancelled.

I only found out because an email meant for Helena Guergis' office was misrouted to my inbox. Our MP had already sent out an information flyer about Canada Day events mentioning the pancake breakfast. She's wrong, but I can understand the confusion. For the past decade or two, it has been held here. And hundreds of residents and visitors have enjoyed a low-cost breakfast courtesy of the town. Helena usually joined us at the grill for an hour or two.

Now it isn't happening and I have...

Duncan's pushes back on patios

Duncan's Cafe has launched a series of colour newspaper ads in response to the unpopular but determined efforts for five members of council to force restaurants to move their patios to the curbside. Here are three so far:

I think they're brilliant. Well done, Sean.

And for those of you who either forget or aren't aware of the score in this running debate:

Voting to move the patios to the curbside:
Councillors Jeffrey, McNabb, Labelle, Sandberg and Foley.
Voting against (keeping them beside the buildings):
Mayor Carrier, Deputy Mayor Cooper, Councillors Edwards and Chadwick.

The real way buskers play around the world

Icon 7 Comments

None of those buskers would be allowed to play on Collingwood's streets, because they use amplification.

Neither would this busker who performs to large crowds in Sydney, Australia.

But we won't allow any of them - or tens of thousands like them - to play here because they use amplification. Just check YouTube to see dozens, maybe hundreds of other busking videos.

Collingwood: We license culture, we tax culture and we control culture. But we don't embrace it.

Check the comments for more examples.

Licensing bylaw gets its second reading, sent back for changes

Icon 4 Comments
The proposed "comprehensive licensing bylaw" was the main - and oft contentious - topic of debate at council, Monday night. We had been given a draft version to consider and discuss with our constituents, 10 days earlier. But the version we got in the agenda package, Friday, was very much altered from the previous draft (which in turn was altered from the draft before it). And on Monday, at 3:30 p.m., another, revised version was emailed to councillors. It was obvious from the start it wasn't going to get passed, Monday, because none of us had time to digest and discuss the changes from Friday, let alone from Monday's update.
